Ashington Residents Association
Next meeting will be on Wednesday 11th April at 7.45pm at the Methodist Hall . This will be the Annual General Meeting and then a speaker from HDC on the “Clean Neighbourhood and Environment Act 2005” and its implementation locally. Plus news on the Campaign to reduce noise from the A24 etc All are welcome to attend.Forms and posters will be available should any member wish to propose changes to the constitution and to enable voting for Officers and Committee for 2007/8. The current Chairman has decided to stand for election again if required .Any other members are also invited to stand for office To join call 892327 £4 per household per year.

Lay by / footpath at shopping area
For sometime we have been trying to install a lay-by to the east of London Road outside the shops to alleviate the parking. HDC would not allow use of sec 106 “Community Facility” funds, so are endeavouring to gain a variation to a sec 106 “Transport Infrastructure” agreement. AS/5/98.Permission has to be sought from the developers who originally made the agreement with HDC. If they refuse, they could ask for the money to be returned. Extremely annoying when HDC word the agreements in the first place and have taken seven years to put a system in place for communities to bid for the funds. The lay-by plus footpath would help with shopping area parking. HDC / developers may insist on it going towards “public transport” improvements. How long would £6000 last with Metrobus or Compass?. As HDC have known for almost a year of our desire to install a new lay by (and it is in the WSCC Blue Book as an agreed transport project) we have requested that the sec 106 transport agreements connected to DC/06/1099 or 1100 ( demolition of Applegarth / Oaktree Cottage Billingshurst Road )be written to allow use for funding the lay by in case AS/5/98 fails.This should be the case

What to do about “Bogus Callers”
“Nominated Neighbour” packs
Have you a vulnerable / elderly neighbour or if you would like a pack yourself . Packs are used in conjunction with a door chain and allow a check on “doorstep callers “ to be made before opening the door. Call Darryn or Lance Neighbourhood Wardens and ask them to call and explain .Office 891543 If you are over 60, a victim of crime or a member of a vulnerable group the District Council’s Handyvan Service 01403 226005 can fit door viewers and chains for you.
Parish Plan
Every resident should by now have had a copy of the new Parish Plan. If not, then they are available at the Red Lion, Ashington Social Club, the Parish and Methodist Churches, the Post Office and the Community Centre. A “Steering Group” will be pursuing the issues raised. If you would like to be part of that group then please call Karen Hayler 893707 or John Berry 892327
Parish Precept
The Parish Council has set the Parish precept for 2007 /8 as £62700 .A 5 % reduction on 2006/7. The average precept at Band “d” will be £ 57.53 pa or £1.11 pw This will still include all the facilities / services currently provided, including hopefully the return of “summer flower containers, if watering arrangements can be identified. Neither the Chairman or any Parish Councillors receive anything in the way of pay or allowances and many repair things in their own time.
Village Post Office
The October 2006 Village Newsletter ( page 2 para 3 ) reminded you to “Use the Village Post Office or lose it”. Currently I am advised that Ashington PO is unlikely to close, but we must use it as much as possible. We will fight any attempt to close.

Report from Chairman of Development Issues and Amenities Committee
Noise from A24 is affecting the quality of life of residents of Ashington, particularly those living to the south and east side of the village, although most are affected to some degree. It requires residents to attend the next Chanctonbury Local Committee meeting on Tuesday 23rd January 2007 at Ashington School at 7 .pm .as we have got the item onto the agenda and have submitted a paper on behalf of Ashington residents to the committee Please ask WSCC Highways to draw forward the maintenance of the road and provide the quieter surface and sound attenuating fencing where appropriate. The CLC meeting is in our school and is important ..
NHS “Fit for the Future” is a major issue re the possible proposals to close / downgrade Worthing and Southlands hospitals , and St Richards Hospital at Chichester. However you may have read that the consultation process has been put back so this discussion will take place on 29th January2007 in The Studio, The Capitol, Horsham. 5.30pm to 7.30pm

Following on from the recent”Transport and Access” survey, thank you if you completed and returned the forms. The response was low (around two percent, ) and whilst we will be analysing the results, we have to conclude that few have any real transport problems and that the responses will not influence the District / County Councils or Bus Companies..It is obvious from the small minority who do have problems with travel that despite all the publicity given, that they are still unaware of the public /community transport that is available .The Chairman of the PC has responded to all those who completed the forms with their names .However the lack of “low cost affordable housing “ may be a different matter so we may be issuing a “Housing Needs” survey to determine the need in the village for such accommodation. There may be suitable sites. So if you have off- spring living with you who want their own place, or who have moved away and want to return to the village and you receive a form , then complete it Make certain that they are on the District Council’s / Housing Associations housing list

Those who read my report as Chairman of the Parish Council last year, will know that I want to make it a more professional “Newsletter” paid for through advertising, but without detriment to the Parish Church Magazine. We have started the ball rolling and hopefully the new look editions are not too far off. It will still be delivered and available free of charge to Ashington residents. The 1st Ashington Scout Group is looking for people to temporarily help run the beaver section. The beaver section is our youngest age group, 6-8 year olds. Travel Centre Number 01730 815518 and the charges ( there 5 zones…Adult Single in one zone £1, travel in two or more zones Adult single £1.50 ) are in green leaflets in the Post Office ,Methodist Hall and Community Centre. Holders of Sussex County Card and children between 5 and 15 travel at half the adult price. Anyone can use it Mon –Sat …0730hrs to 18.00hrs All you need to do is book one hour to one week before you wish to travel. Being a low floored vehicle for wheel chair access, the bus may not be able to reach some roads for door to door service due to the traffic humps, so pick up and drop off points will be agreed with passengers when booking. These will usually be just south of the top roundabout and outside of the Red Lion.
